Women's movement characteristics At the time of this debate, the women's movement was in the growth stage. Activists in the Social Democratic Party continued to thrive and autonomous groups were increasing in number. Movement activists devoted a great deal of attention to maintaining laws that permitted abortion on demand. However, this increased activism by feminists organized around the abortion issue led to a split between the two wings of the feminist organization over tactics: the more radical branch favoured more spontaneous, sometimes also illegal, activities organized through autonomous feminist groups, while the moderate wing sought to work through conventional channels.

The Bishops' conference instructed priests to read an official note on the matter during Sunday mass. The pressure on people to sign the initiative was high, especially in rural areas where most people are active Catholics and know each other well. This was the first time in the Second Republic—this term refers to the democratic political system set up after World War II—that the Catholic Church got involved in such a direct way in policy-making. * Gendering the debate The growing women's movement responded to the Aktion Leben and the people's initiative by mobilizing members to defend abortion on demand.

It operated within the decision-making process through the Austrian Social Democratic Party. Both wings were close to the political left, favouring an extension of welfare-state policies. And, despite differences in strategy, both wings are linked together and, in a way, in constant need of each other. In Austria there is a rather weak tradition of private sponsorship; and feminist projects are financed mainly by public authorities such as government, federal States, and communities. Autonomous feminists therefore need advocates within the political system to obtain resources for their projects, such as houses forbatteredwomen,counsellingcentresforwomen,aswellasfeministbookshops and communication centres.
